HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives are pleased to congratulate Carl Kasten on the 
4
occasion of his retirement as a Trustee and as a Chairperson of 
5
the Board of Trustees of Illinois State University; and

 
6
    WHEREAS, Carl Kasten received his Bachelor of Arts degree 
7
in social sciences from Illinois State University in 1966 and 
8
his law degree from the Northwestern University School of Law 
9
in 1969; and

 
10
    WHEREAS, Carl Kasten is a senior partner in the law firm of 
11
Phelps, Kasten, Ruyle, Burns, Sims, and Meyer P.C. in 
12
Carlinville; and
 
13
    WHEREAS, Carl Kasten was appointed to the first Illinois 
14
State University Board of Trustees by former Illinois Governor 
15
Jim Edgar in 1996 after serving on the Board of Regents; he was 
16
sworn in on January 3, 1996; he was elected the Board's 
17
secretary from January of 1996 until July of 2003, when he was 
18
elected to serve as Chairperson of the Board; and

 
19
    WHEREAS, Carl Kasten's successful experience on the Board 
20
of Regents and his understanding and appreciation of higher 
21
education enabled him to become a valued and respected member

of the Illinois State University Board of Trustees, serving 
2
with integrity and poise; and
 
3
    WHEREAS, Carl Kasten was a recipient of the Widmore Key 
4
from the Northwestern University School of Law, the 
5
Distinguished Service Award from the College of Arts and 
6
Sciences Hall of Fame, and the John W. Maitland Commitment to 
7
Excellence Award; and

    WHEREAS, Carl Kasten is a member of several bar 
9
associations, including the Illinois Trial Lawyers 
10
Association, where he served on the Board of Managers; he is a 
11
member of the College of Arts and Sciences Hall of Fame and the 
12
Illinois Board of Regents; he is also  a member of several other 
13
professional organizations; therefore, be it

 
14
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
15
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
16
congratulate Carl Kasten on the occasion of his retirement and 
17
wish him continued success and happiness in the future; and be 
18
it further

    RESOLVED, That a suitable copy of this resolution be 
20
presented to Carl Kasten as a symbol of our esteem and respect.
