HOUSE RESOLUTION

    WHEREAS, The Governor and many other education and 
3
business-related groups have called for the creation of a 
4
permanent State P-20 Council to help produce a seamless 
5
education system that no longer treats kindergarten through 
6
grade 12 and higher education as two separate and competing 
7
forces; and

 
8
    WHEREAS, House Bill 1648 of the 95th General Assembly 
9
creates a State P-20 Council, consisting of business and 
10
community leaders, representatives of kindergarten through 
11
grade 12 education, and representatives of community college 
12
and higher education institutions, to articulate a framework 
13
for systemic educational improvement and to prepare students 
14
throughout their entire academic career for success in the 
15
workforce and the community; and

 
16
    WHEREAS, The legislation calls upon the Council to 
17
specifically coordinate pre-kindergarten through grade 20 
18
education; leverage strategies, actions, legislation, and 
19
resources of all stakeholders to support fundamental and 
20
lasting improvement in Illinois' public schools, community 
21
colleges, and universities; discuss issues that are vital to 
22
educational reform in Illinois; provide recommendations on 
23
subjects related to education to the State Board of Education,

the Governor, and the General Assembly; develop consensus on 
2
educational policy reforms and innovations; and help align 
3
university teaching programs with the needs of Illinois 
4
schools; and

 
5
    WHEREAS, Numerous education advocacy groups have proposed 
6
plans to enhance school accountability as a part of education 
7
reform, including the Metropolitan Mayors Caucus, the Civic 
8
Federation, A+ Illinois, the Center for Tax and Budget 
9
Accountability, and the Saturday Morning Dialogue Group; 
10
therefore, be it

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
12
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
13
upon establishment of the P-20 Council, the Council shall, in 
14
addition to its stated duties and responsibilities under House 
15
Bill 1648 of the 95th General Assembly, take up all proposed 
16
plans and legislation related to school accountability and make 
17
recommendations relating to accountability issues; and be it 
18
further

 
19
    RESOLVED, That suitable copies of this resolution be 
20
delivered to the State Board of Education and the Board of 
21
Higher Education.
