For fiscal year 2010, reallocates the use of federal funds deposited into the Community Mental Health Medicaid Trust Fund and the Community Developmental Disability Services Medicaid Trust Fund. For other fiscal years, removes the allocation formula for the use of the Community Mental Health Medicaid Trust Fund and provides that the Fund shall be used for the purchase of community mental health services.
