Provides that white goods may not be disposed in a landfill unless the recyclable components have been removed. Creates the White Goods Management Fund as a special fund in the State treasury, and provides that moneys in the Fund may be used for certain administrative purposes and for grants to certain manufacturers of products composed of recycled material. Requires retailers of white goods to collect a fee of $8 from the consumer for the purchase of white goods, and requires the retailer to pay $6 of that fee to the Department of Revenue for deposit into the White Goods Management Fund.
