Establishes limits on campaign contributions and expenditures. Requires that each political committee subject to the limits donate moneys received before or on the bill's effective date to one or more charities, except that obligations for goods and services received before the bill's effective date may be paid for 15 days after the 2008 general election; those moneys not donated escheat to and become the property of the State and shall be deposited into the General Revenue Fund.
