Provides that an otherwise qualified person who has returned from service with the United States armed forces, merchant marines, or the federal government outside the United States within 30 days before an election may register to vote up to 5 days before that election. Permits the same registration for the otherwise qualified spouse and dependents living with or accompanying the member of the armed forces or the merchant marine.
