<SynopsisText>Deletes everything after the enacting clause. Amends the Public Utilities Act. Provides that any electric or gas public utility with fewer than 200,000 customers in Illinois on January 1, 2007 that offers energy efficiency programs to its customers in a state adjacent to Illinois may seek the approval of the Illinois Commerce Commission to offer the same or comparable energy efficiency programs to its customers in Illinois. Provides that, notwithstanding the cessation of the programs, a utility shall file a final reconciliation of the amounts collected as compared to the actual costs and shall continue the resulting factor until any over-recovery or under-recovery approaches zero. Provides for an effective date of January 1, 2008.</SynopsisText><synopsistitle>Governor Amendatory Veto Message</synopsistitle>
<SynopsisText>Recommends that notwithstanding certain requirements set forth in the new Section, a public utility be required to reduce the amount of energy efficiency measures implemented in any single year by an amount necessary to limit the estimated average increase in the amounts paid by retail customers in connection with electric service due to the cost of those measures to specific amounts set forth for certain years, and that the Illinois Commerce Commission be required to review the limitation on the amount of energy efficient measures and report its findings to the General Assembly no later than June 30, 2011.
