<SynopsisText>     Proposes to amend the Legislature Article of the Illinois Constitution concerning the passage of pension bills. Provides that any bill that would increase the benefits of members of any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof may become law only by a vote of two-thirds of the members elected to each house of the General Assembly. Effective on being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.</SynopsisText></synopsis>
