Creates the Medicaid Reform Commission to study all aspects of the Illinois medical assistance program, the Children's Health Insurance Program, and the Covering ALL KIDS Health Insurance Program and to make recommendations for a restructuring of those programs to improve the delivery of health care services in a fiscally sustainable manner, addressing issues that include, but need not be limited to, provider reimbursements, payment cycles, case management, and access to care. Provides for 8 voting members appointed by the Speaker and the Minority Leader of the House of Representatives and by the President and the Minority Leader of the Senate.
