Allows a person employed by the Village of Glen Carbon who is otherwise qualified to participate under the Article and was excluded from participation by reason of his or her failure to make written application to the Board to participate and to establish creditable service for periods of employment as a police officer during which he or she did not participate. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.</SynopsisText><synopsistitle>Pension Note (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>According to the Public Pension Division of the Illinois Department of Financial and Professional Regulation, the Glen Carbon police pension fund had a funding ratio of 65.7% as of March 6, 2008. HB 5156 should not have any fiscal impact on the pension fund.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause with the introduced bill with the following changes. Requires payment of employer contributions. Provides that the required interest is at the actuarially assumed interest rate rather than at 6% per annum. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 1 (Financial &amp; Professional Regulation)</synopsistitle>
