Requires the State Board and the Office of the Lieutenant Governor to jointly adopt rules (instead of allowing the State Board to adopt rules).House Amendment No. 1 Removes the provision that requires the State Board of Education and the Office of the Lieutenant Governor to jointly adopt rules.
