Provides that the Community Service Education Program must be jointly administered by the State Board of Education and the Office of the Lieutenant Governor (instead of being administered solely by the State Board). Provides that the State Board and the Office of the Lieutenant Governor are jointly authorized to make grants (instead of only the State Board being authorized). Requires the State Board and the Office of the Lieutenant Governor to jointly adopt rules (instead of allowing the State Board to adopt rules).</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Removes the provision that requires the State Board of Education and the Office of the Lieutenant Governor to jointly adopt rules. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor or Lieutenant Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText></synopsis>
