<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Green Buildings Act. Requires all new state-funded building construction and major renovations of existing state-owned facilities to seek LEED certification. Requires all construction and major renovation projects, regardless of size, to achieve the highest level of certification practical within the project budget. Provides for exemptions and waivers by the Capital Development Board. Requires the Board to provide technical assistance. Authorizes rulemaking. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the provisions of House Bill 5113 as introduced with the following changes: Provides that LEED or equivalent standards and certifications must be met (now, only LEED). Provides that The Green Building Initiative's Green Globes design program standards and certifications are equivalent. Requires that each building project subject to the Act implement at least one LEED criterion for alternative transportation for public transportation or bicycle access. Removes the authority for the adoption of implementing rules. Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 1 (Capital Development Board)</synopsistitle>
<SynopsisText>LEED Silver certification increases costs over standard construction by an amount between 2%-6%. Gold and Platinum certifications increase costs over standard construction by an amount between 4%-8%. The amount of the increases is dependent on the use of the building, the location, and other such factors. If a capital program includes $200 million in new or major renovation that meets the criteria of the bill then costs can be expected to increase between $8 million and $16 million. CDB does however already include increased budgets for LEED based on the criteria in the bill. </SynopsisText></synopsis>
