Provides that, immediately after the end of each State fiscal year, the Board of the Chicago Transit Authority must certify to the State Comptroller the cost of providing transit services free of charge to senior citizens in the Metropolitan Region during that fiscal year. Provides that any line item appropriation to the office of the Governor for the next fiscal year shall be reduced by that amount and that amount shall be transferred from the General Revenue Fund to the Chicago Transit Authority.
