Sets standards for issuance of permits. Requires cooperation with other states, Canada, and others. Contains provisions concerning fees and fines, reporting, monitoring, and review and enforcement. Amends the State Finance Act to create the Aquatic Invasive Species Prevention Fund. Provides for federal preemption. Contains other provisions.
