Establishes the Thermal System Insulation and Fire-stop Council. Sets forth powers and duties of the Administrator and the Council, licensure requirements, grounds for discipline, penalties for violation of the Act, and administrative procedure. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2019 for the new Act.
