Provides that a person who leaves the scene of an accident in which evidence of the person's intoxication or drugged state at the time of leaving the scene is apparent shall be deemed to have refused to submit to the chemical test or tests of blood, breath, or urine for the purpose of determining the content of alcohol, other drug or drugs, or intoxicating compound or compounds or any combination thereof in the person's blood and shall result in the statutory summary suspension of the person's privilege to operate a motor vehicle and will also result in the disqualification of the person's privilege to operate a commercial motor vehicle, if the person is a CDL holder. <SynopsisText>Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText></synopsis>
