As it relates to certain signs indicating travel-related facilities or tourist-oriented businesses installed and maintained by the Department of Transportation, defines an "urban area" to include one or more incorporated communities listed by the Federal Bureau of Census as encompassing a total population of 4,000 or more within a defined area and Federal Bureau of Census designated places of 4,000 or more population, and defines a "rural area" as an area outside of an urban area.</SynopsisText></synopsis>
