<reference>55 ILCS 5/5-1062.2</reference><aliasreference></aliasreference><SynopsisText>     Amends the Counties Code. Provides that the county board may adopt a schedule of fees to mitigate the effects of stormwater runoff (instead of increased stormwater runoff resulting from new development). Provides that the county board shall provide for a credit or reduction in fees for certain stormwater facilities regardless of whether the developer was required to construct the facility. Provides that developers are exempt from the fees if the new development satisfied onsite retention or detention pursuant to any other local ordinance addressing erosion, sediment, or stormwater control and certain Illinois Environmental Protection Agency regulations at the time of the dedication of public infrastructure. Provides that the county board may levy a property tax of not more than 0.20% of the value, as equalized or assessed by the Department of Revenue, of all taxable property in the county for the purpose of the development, design, planning, construction, operation, and maintenance of stormwater facilities. <SynopsisText>Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>

Reinserts the engrossed bill with changes. Creates the Illinois Rural Economic Development and Tourism Stimulus Act. Provides that counties may create certain special taxation districts for the purpose of utilizing economic incentives currently available under State law. Contains provisions regarding governance, powers, and finances of the special taxation districts. Amends the Counties Code. Provides that Peoria County may establish a stormwater management planning committee. Provides that a home rule municipality may opt out of the Section pertaining to the planning committee by a majority vote of that municipality's governing body. Deletes the "no rulemaking" provision. Amends the County Economic Development Project Area Property Tax Allocation Act. Provides that the corporate authorities of Peoria County may, by ordinance, propose the establishment of an economic development project and fix a time for a public hearing. Provides that any ordinance adopted by Peoria County approving an economic development plan shall contain specific findings. Provides that, on July 1, 2009 the authority granted to counties to establish economic development project areas and to adopt property tax allocation financing shall expire.
