Provides for the certification and registration of closed loop contractors by the Department. Amends the Water Well and Pump Installation Contractor's License Act to make a technical and a related change. Effective July 1, 2008.House Amendment No. 1 Deletes reference to:415 ILCS 30/6Restores current law in a Section of the Illinois Water Well Construction Code concerning rules and regulations. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Makes related changes.House Amendment No. 2 In the Illinois Water Well Construction Code, removes a provision that requires the Department of Public Health to establish the time and schedule of the closed loop contractor's exam and the qualifications for the closed loop contractor's certification by rule. Provides that the Department shall collect a $50 fee for the closed loop contractor's qualification exam (instead of just a fee). Provides that the Department shall collect an annual closed loop contractor registration fee of $25 (instead of just annual registration fees).
