Requires the Department of Revenue to establish and maintain an Internet lottery game program that allows an eligible person to purchase lottery tickets through the Internet through the services of a private Internet agent. Sets forth procedures for the establishment and operation of the program and for the creation of individual lottery accounts. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Requires the Department of Revenue to propose rules to the General Assembly concerning the Internet Lottery program (instead of requiring the Department to adopt rules). Provides that, notwithstanding any other law to the contrary, on and after the effective date of the amendatory Act, there is no rulemaking authority under the Act, but that the Department may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the substantive provisions of the introduced bill as amended by House Amendment 1. Provides that the private Internet agent must verify the player's name, age, address, and driver's license number pursuant to the procedures set forth in the rules adopted by the Department, subject to the rulemaking limitations. Provides that any procedures that involve the use of information maintained by the Secretary of State must be approved by the Secretary of State. Effective immediately.</SynopsisText></synopsis>
