Requires that the election of commissioners of the Illinois Commerce Commission be included on general election ballots. Provides guidelines for the form and filing of petitions for nomination in the election of commissioners to the Commission. Provides that the State Board of Elections will hear and pass upon objections to the nominations of candidates for the Commission. Amends the Public Utilities Act. Provides for a Commission consisting of 7 members elected on a partisan basis. Provides that 3 members of the Commission shall be elected from the First Judicial District and one member shall be elected from each of the remaining 4 judicial districts. Provides that the members of the Commission shall elect one of the members to serve as chairperson of the Commission. Provides for the chairperson to serve a 2-year term. Makes other changes. Reinserts the introduced bill with the following changes. Deletes a provision in the Election Code providing that a candidate for member of the Illinois Commerce Commission must obtain the signatures of at least 0.5% of the primary electors of his or her party in the district in which the person is a candidate on his or her petition for nomination. Amends the Public Utilities Act. Provides that the term of each appointed member of the Commission shall terminate when all of the new members initially to be elected under the amendatory Act have taken office. Provides that there shall be 5 members elected to serve on the Commission and one shall be elected from each Judicial District of Illinois (instead of 7 members elected to serve on the Commission with 3 members from the First Judicial District and one from each of the remaining districts). Provides that the members of the Commission elected in 2008 shall serve 4-year terms (instead of 2-year or 4-year terms).
