Amends the Public Utilities Act. Provides that all advertising, including without limitation print and radio advertising, by a utility voice group through any medium relating to the positions, proposals, or conduct of the utility or parent or sister company funding more than 50% of the utility voice group must prominently include the name and address of that utility or parent or sister company, or both, providing the funding. Provides that all television, internet, or any other advertising medium using video must have a clear audio-visual statement that prominently includes the name and address of the utility or parent or sister company funding more than 50% of the utility voice group and must prominently include the name and address of that utility or parent or sister company, or both, providing the funding, and provides criteria for any advertising medium using video. Provides that a utility voice group must disclose to the Illinois Commerce Commission on a semi-annual basis on a form prepared by the Commission a listing of all financial contributors and that each disclosure shall be posted on the Commission's web site within 48 hours of receipt and shall be available to the public.
