<synopsistitle></synopsistitle>
<reference>New Act</reference><aliasreference></aliasreference><reference>20 ILCS 3921/10</reference><aliasreference></aliasreference><reference>220 ILCS 5/13-301.3</reference><aliasreference></aliasreference><SynopsisText>     Creates the Universal Access to Broadband Services Act. Contains provisions regarding access to publicly-held broadband infrastructure for local community broadband projects. Provides for the development of local community broadband projects. Provides guidelines for the future deployment of publicly-held infrastructure. Amends the Illinois Century Network Act. Provides that the Illinois Century Network shall be available for lease, on a non-discriminatory basis, to any public, private, or non-profit entity pursuant to the Universal Access to Broadband Services Act. Amends the Public Utilities Act. Requires the Illinois Commerce Commission to transfer to the Lieutenant Governor, and requires the Lieutenant Governor to receive, all funds possessed by the Commission related to the Digital Divide Elimination Infrastructure Program. Provides that the Lieutenant Governor shall be responsible for administration and disbursement of any remaining funds, previously administered by the Illinois Commerce Commission, for the Digital Divide Elimination Infrastructure Program. Provides that the Lieutenant Governor, through the Broadband Deployment Council established under Executive Order 2005-9, shall establish criteria for future grants from the Digital Divide Elimination Infrastructure Fund and shall provide for the competitive selection of recipients of grant funds available. <SynopsisText>Deletes everything after the enacting clause. Reinserts the bill as introduced with the following changes. Replaces the provisions of the Universal Access to Broadband Services Act with provisions requiring the Council to conduct a survey assessing interest in creating a local broadband plan and providing technical assistance in creating local broadband plans. Contains other provisions concerning local governmental entities who undertake local broadband projects. Deletes language that provides that the Illinois Century Network shall be available for lease, on a non-discriminatory basis, to any public, private, or non-profit entity pursuant to the Universal Access to Broadband Services Act. Adds language including health care facilities and health care providers as part of the Illinois Century Network. Deletes provisions concerning the use of moneys in the Digital Divide Elimination Infrastructure Fund. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 1 (Illinois Commerce Commission)</synopsistitle>
<SynopsisText>Since the Commission was not given additional resources to handle the duties required by PUA when implemented, the only fiscal impact to the agency is the reduction of appropriation for the Digital Divide grants themselves, which is approximately $10 million for FY08 ($5 million in new appropriation for Round 2 grants and the reappropriation of $5 million or less for Round 1 grants).</SynopsisText></synopsis>
