<reference>720 ILCS 5/28-1</reference><aliasreference>from Ch. 38, par. 28-1</aliasreference><SynopsisText>     Amends the Criminal Code of 1961. Adds, to the list of activities that are exempt from the offense of gambling, an offer of prizes, awards, or compensation to contestants in a bona fide contest between 2 or more individuals participating in (1) an electronic video game simulating a contest requiring skill, experience, dexterity, and precision in which the element of chance does not predominate or (2) an electronic video game requiring speed and accuracy of response to factual questions in which the element of chance does not predominate; but not including card games and simulated card games and not including any gambling game or activity of the type conducted under the Bingo Licensing Act, the Illinois Lottery Law, the Raffles Act, the Charitable Games Act, the Illinois Pull Tabs and Jar Games Act, or the Riverboat Gambling Act.</SynopsisText><synopsistitle>Housing Affordability Impact Note (Housing Development Authority)</synopsistitle>
<SynopsisText>This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence. </SynopsisText><synopsistitle>Judicial Note (Admin Office of the Illinois Courts)</synopsistitle>
<SynopsisText>Based on a review of the bill, it has been determined that the bill would neither increase nor decrease the number of judges needed in the State.</SynopsisText><synopsistitle>State Debt Impact Note (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>HB 1124 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. </SynopsisText><synopsistitle>Fiscal Note (Dept. of Revenue)</synopsistitle>
<SynopsisText>HB 1124 is expected to create a minimal increase in sales tax revenues. However, the Department of Revenue is unable to determine the amount of the increase. </SynopsisText><synopsistitle>Pension Note (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>HB 1124 will not impact any public pension fund or retirement system in Illinois. </SynopsisText><synopsistitle>Correctional Note (Dept of Corrections)</synopsistitle>
<SynopsisText>There is no corrections population or fiscal impact on the Department. Each incident in which a person would not be sentenced to prison for a Class 4 felony for a second or subsequent conviction for a gambling offense involving an offer of prizes, awards, or compensation to contestants in a bona fide contest between two or more individuals participating in an electronic video game as outlined in HB 1124 would save the Department $12,035.</SynopsisText><synopsistitle>State Mandates Fiscal Note (Dept. of Commerce &amp; Economic Opportunity)</synopsistitle>
