<reference>20 ILCS 105/4.03</reference><aliasreference>from Ch. 23, par. 6104.03</aliasreference><SynopsisText>     Amends the Illinois Act on the Aging. Requires the Department to establish a nursing home prescreening program, without regard to income guidelines, to determine whether any persons who are in need of long term care (now, limited to Alzheimer's victims and the blind or disabled) may be cared for in their homes through home and community based services. Sets conditions on admission to a nursing home and payment and requires periodic reassessments.</SynopsisText></synopsis>
