<reference>305 ILCS 5/5-2.05</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Public Aid Code. In provisions concerning services for children under Medicaid, changes references from "disabled children" and "severely mentally ill or emotionally disturbed children" to "children with disabilities" and "children with severe mental illness or emotional disturbance". Requires the Department of Healthcare and Family Services to make an annual report concerning Medicaid services offered to children with disabilities, and sets forth items that must be included in the report. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>

Amends the Illinois Public Aid Code. Reinserts provisions similar to those of the bill with respect to medical assistance for children with disabilities, but with changes that include the following: (1) provides that home-based and community-based services may be offered by the Department of Healthcare and Family Services in conjunction with the Department of Human Services (instead of by DHFS alone); (2) requires a bi-annual (instead of annual) report beginning in 2008, and makes changes in connection with the required contents of the report; and (3) provides that the report may be submitted as part of the report made in connection with a pilot program for persons who are medically fragile and technology-dependent. Further amends the Illinois Public Aid Code to provide that the Department of Human Services may administer the pilot program for persons who are medically fragile and technology-dependent until June 30, 2010 (instead of 2009), and adds information that must be included in the annual report concerning the pilot program. <SynopsisText>This amendment will require additional administrative costs for adapting and conducting the present Federally approved Participant Experience Survey (PES) for the indicated population. HFS may choose to have the present PES vendor perform these additional surveys at an estimated, or may opt to perform the surveys in-house. This amendment has the potential to add $10,000-$17,000 to the original estimate of the bill. Annual administrative impact is estimated at $110,000 to $117,000 annually. </SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>

Amends the Department of Human Services Act; provides that on or before March 1, 2008, the Department of Human Services (DHS) shall submit a report to the Governor and to the General Assembly regarding the extent to which children (i) with developmental disabilities, mental illness, severe emotional disorders, or more than one of these disabilities, and (ii) who are currently being provided services in an institution, could otherwise be served in a less-restrictive community or home-based setting for the same cost or for a lower cost; requires bi-annual updated reports beginning in 2010. Amends the Illinois Public Aid Code by reinserting provisions substantially similar to those made by the bill, except provides that the report by DHS concerning the pilot program for persons who are medically fragile and technology-dependent may be submitted as part of the report required to be made by the Department of Healthcare and Family Services in conjunction with DHS in relation to children with disabilities (instead of providing that the latter report may be submitted as part of the former report).
