Creates the Community Services for People with Developmental Disabilities and Mental Illness Reinvestment Fund. Provides that, on and after the effective date of this amendatory Act of the 95th General Assembly, all moneys received by the Department of Human Services as federal financial participation funds shall be deposited into the Community Services for People with Developmental Disabilities and Mental Illness Reinvestment Fund. Provides that, subject to appropriation, moneys in the Fund shall be used to fund only those programs that generate federal financial participation funds. <SynopsisText>Provides that the federal financial participations funds to be deposited into the Community Services for People with Developmental Disabilities and Mental Health Illness and Reinvestment Fund are those from developmental disability and mental health community programs. Further provides that moneys in the Fund shall be used to fund only those developmental disability and mental health community programs that generate federal financial participation funds. <SynopsisText>The amount of Federal Financial Participation (FFP) generated annually by DHS provided services is approximately $980 million. The majority of the FFP is deposited into the general revenue fund. HB 826 would redirect current general revenue receipts to the new Developmental Disabilities and Mental Illness Reinvestment Fund.</SynopsisText></synopsis>
