Provides for the issuance of Law Enforcement Torch Run For Special Olympics license plates. Provides that the applicant shall pay an additional fee of $45 for original issuance of the plates, of which $43 shall be deposited into the Illinois Special Olympics Checkoff Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that, of the $45 original issuance fee, $30 (rather than $43) shall be deposited into the Illinois Special Olympics Checkoff Fund and $15 (rather than $2) shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Illinois Special Olympics Checkoff Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>

Reinserts the provisions of the amended bill with the following changes: Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game with the title of "Go For The Gold", to commence on July 1, 2007. Requires that the net revenue from the Go For The Gold special instant scratch-off game be deposited into the Special Olympics Illinois Fund for appropriation by the General Assembly solely to the Department of Human Services, which must distribute the moneys to Special Olympics Illinois to support the statewide training, competitions, and programs for present and future Special Olympics athletes. Amends the State Finance Act and the Department of Human Services (Mental Health and Developmental Disabilities) Law of the Civil Administrative Code of Illinois. Changes the name of the "Illinois Special Olympics Checkoff Fund" to the "Special Olympics Illinois Fund". In the State Finance Act, exempts the Special Olympics Illinois Fund from the Act's administrative charge-back provisions. In the Illinois Vehicle Code, makes changes to the allocation of the license-plate fees. Effective immediately.</SynopsisText></synopsis>
