Provides that a person may not operate a pickup truck on a public highway while the open cargo area of the pickup truck is occupied by any person. Provides that the prohibition does not apply to a pickup truck that is being used in production agriculture or in an emergency situation or to a pickup truck that is being driven in a parade or to or from a parade in which the pickup truck has been or is to be driven.
