| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The Illinois National Guard (ING) Grant, the |
| 3 |
| Illinois Veteran Grant (IVG) Program, and the MIA-POW |
| 4 |
| Scholarship Program are entitlement programs that are awarded |
| 5 |
| to eligible recipients regardless of the funding level for the |
| 6 |
| programs; and
|
| 7 |
| WHEREAS, The Illinois National Guard Grant is awarded to |
| 8 |
| applicants who are on active status and have served for at |
| 9 |
| least one year in the Illinois National Guard; a grant |
| 10 |
| recipient is entitled to receive payment of tuition and |
| 11 |
| eligible fees at all Illinois public universities or public |
| 12 |
| community colleges for a period equivalent to 8 semesters or 12 |
| 13 |
| quarters of full-time enrollment; there is no minimum |
| 14 |
| enrollment requirement and non-credit courses are eligible for |
| 15 |
| the ING Grant; and
|
| 16 |
| WHEREAS, The Illinois Veteran Grant is awarded to |
| 17 |
| applicants who are members of the Armed Forces of the United |
| 18 |
| States and have served at least one year of active duty and |
| 19 |
| whose separation from such service has been characterized as |
| 20 |
| honorable; a grant recipient is entitled to receive payment of |
| 21 |
| tuition and certain fees for either undergraduate or graduate |
| 22 |
| study at any Illinois public college or university or community |
| 23 |
| college for a period that is the equivalent of four academic |
| 24 |
| years of full-time enrollment, including summer terms; there is |
| 25 |
| no minimum enrollment requirement and audit and non-credit |
| 26 |
| courses are eligible for the IVG Program; and
|
| 27 |
| WHEREAS, The MIA-POW Scholarship is awarded to dependents |
| 28 |
| of Illinois residents declared to be missing in action or |
| 29 |
| prisoners of war; and
|
| 30 |
| WHEREAS, The community colleges of the State have not |
| 31 |
| received sufficient funds from the State to cover the costs of |
|
|

| these entitlement grants, which, in turn, forces the community |
| 2 |
| colleges to waive the remaining tuition expenses that have not |
| 3 |
| been covered by the State and to, subsequently, raise tuition; |
| 4 |
| therefore, be it
|
| 5 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 6 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 7 |
| the community colleges of the State are entitled to |
| 8 |
| reimbursement for the costs incurred in the administration of |
| 9 |
| the ING Grant, the IVG Program, and the MIA-POW Scholarship; |
| 10 |
| and be it further
|
| 11 |
| RESOLVED, That for the 2005-2006 academic year, the |
| 12 |
| following community colleges are entitled to reimbursement |
| 13 |
| from the General Revenue Fund in the following amounts: |
| 14 |
