| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The United States was founded by immigrants who |
| 3 |
| traveled from around the world seeking a better life; and
|
| 4 |
| WHEREAS, The United States has an undocumented population |
| 5 |
| of eleven million immigrants, including half a million in |
| 6 |
| Illinois; and
|
| 7 |
| WHEREAS, Immigrants in Illinois fill key roles in the |
| 8 |
| State's economy by paying taxes, including contributions to |
| 9 |
| Social Security that they cannot receive back, raising |
| 10 |
| families, and contributing to Illinois schools, churches, |
| 11 |
| neighborhoods, and communities; and
|
| 12 |
| WHEREAS, The current immigration system contributes to |
| 13 |
| long backlogs, labor abuses, countless deaths on the border, |
| 14 |
| and vigilante violence and is in dire need of reform to meet |
| 15 |
| the challenges of the 21st Century; and
|
| 16 |
| WHEREAS, Comprehensive immigration reform must involve a |
| 17 |
| path to citizenship for these hard-working immigrants, as well |
| 18 |
| as reunification of families and a safe and orderly process for |
| 19 |
| enabling willing immigrant workers to fill essential jobs in |
| 20 |
| the economy and to ensure full labor rights; and
|
| 21 |
| WHEREAS, The Secure America and Orderly Immigration Act of |
| 22 |
| 2005 severely punishes illegal employment practices while |
| 23 |
| creating a path to earned permanent legal status for |
| 24 |
| individuals who have been working in the United States, paying |
| 25 |
| taxes, obeying the law, and learning English and protects |
| 26 |
| workers by ensuring the right to change jobs, join a union, and |
| 27 |
| report abusive employment situations; and |
| 28 |
| WHEREAS, Modernizing the antiquated and dysfunctional |
| 29 |
| immigration system will uphold our nation's basic values of |
