| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Kenneth W. Marabella held the position of | ||||||
| 3 | Administrator in the Village of Mundelein from January 1975 to | ||||||
| 4 | May 2005; and
| ||||||
| 5 | WHEREAS, Mr. Marabella has served the Village of Mundelein | ||||||
| 6 | continuously under the administrations of Mayors Noll, McRae, | ||||||
| 7 | and Sindles; and
| ||||||
| 8 | WHEREAS, At the time of his retirement, Kenneth Marabella | ||||||
| 9 | was the longest-serving municipal administrator in the State of | ||||||
| 10 | Illinois; and
| ||||||
| 11 | WHEREAS, He has guided the development of the Village of | ||||||
| 12 | Mundelein from a population of 17,000 to 32,000 and an assessed | ||||||
| 13 | value of 70 million to 610 million dollars; and
| ||||||
| 14 | WHEREAS, During his tenure, the value of the Village of | ||||||
| 15 | Mundelein's municipal infrastructure has grown to an estimated | ||||||
| 16 | value of approximately 750 million dollars; and
| ||||||
| 17 | WHEREAS, A high quality and plentiful supply of Lake | ||||||
| 18 | Michigan water, one of the Village of Mundelein's most | ||||||
| 19 | significant assets, was brought to Mundelein under the | ||||||
| 20 | direction of Kenneth Marabella; and
| ||||||
| 21 | WHEREAS, Other significant Village of Mundelein | ||||||
| 22 | improvements constructed and funded under his direction | ||||||
| 23 | include expansion of the wastewater treatment plant, | ||||||
| 24 | development of a commuter rail station, construction of two new | ||||||
| 25 | fire stations and a new police station, and expansion of the | ||||||
| 26 | public works facility; and
| ||||||
| 27 | WHEREAS, Kenneth Marabella was the first Village | ||||||
| 28 | Administrator in the State of Illinois to be recognized as a | ||||||
| |||||||
| |||||||
| 1 | Credentialed Manager by the International City Managers | ||||||
| 2 | Association; and
| ||||||
| 3 | WHEREAS, He has fostered cooperation, communication, and | ||||||
| 4 | fellowship among governmental leaders in the Village of | ||||||
| 5 | Mundelein and throughout Lake County; and
| ||||||
| 6 | WHEREAS, He has been a valued member of more than 30 | ||||||
| 7 | professional and civic organizations committed to improving | ||||||
| 8 | the health, safety, and welfare of the people of Lake County; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, He has steadfastly promoted professional | ||||||
| 11 | management and technological advancement within all Village | ||||||
| 12 | departments; and
| ||||||
| 13 | WHEREAS, He directed the efforts of a multi-governmental | ||||||
| 14 | county-state-federal task force to bring an Automated Wayside | ||||||
| 15 | Horn System to the rail crossings in and adjacent to the | ||||||
| 16 | Village of Mundelein; this Wayside Horn System was the first | ||||||
| 17 | such system in the State of Illinois, the success of which has | ||||||
| 18 | had a significant impact on the Federal Railroad Administration | ||||||
| 19 | in regard to rules governing rail crossing safety regulations | ||||||
| 20 | nationwide; and
| ||||||
| 21 | WHEREAS, Kenneth Marabella's supportive leadership style | ||||||
| 22 | employing open communication, a strong commitment to ethics, | ||||||
| 23 | and a unique sense of humor have been appreciated and enjoyed | ||||||
| 24 | by Village of Mundelein staff and elected officials for the | ||||||
| 25 | past 30 years; therefore, be it
| ||||||
| 26 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 27 | NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 28 | we congratulate Village Administrator Kenneth W. Marabella on | ||||||
| 29 | the occasion of his retirement and recognize and appreciate his | ||||||
| 30 | exemplary and extraordinary accomplishments for the Village of | ||||||
| |||||||
| |||||||
| 1 | Mundelein and the people of Illinois; and be it further
| ||||||
| 2 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 3 | presented to Kenneth W. Marabella as an expression of our | ||||||
| 4 | admiration and esteem.
