| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The House of Representatives understands the |
| 3 |
| dangers that exposure to the manufacture of methamphetamine and |
| 4 |
| the use of that substance by the parents of children pose to |
| 5 |
| the physical and mental well-being of those children as well as |
| 6 |
| to others who are in a supervisory position to those children; |
| 7 |
| and
|
| 8 |
| WHEREAS, Public school personnel are mandated reporters |
| 9 |
| under the Abused and Neglected Child Reporting Act; and
|
| 10 |
| WHEREAS, The State Board of Education has power to |
| 11 |
| supervise all the public schools in the State; and |
| 12 |
| WHEREAS, Illinois law recognizes that teachers stand in |
| 13 |
| loco parentis to a child during his or her attendance at |
| 14 |
| school; and |
| 15 |
| WHEREAS, The adoption of internal protocols by the State |
| 16 |
| Board of Education for employees of public schools that will |
| 17 |
| aid these employees in recognizing sites in which |
| 18 |
| methamphetamine is being manufactured and in recognizing how to |
| 19 |
| identify methamphetamine addicts and children of |
| 20 |
| methamphetamine addicts may aid in their protection and in the |
| 21 |
| protection of children exposed to methamphetamine or the use of |
| 22 |
| methamphetamine by their parents and may assist in the removal |
| 23 |
| of these children from that hazardous environment; therefore, |
| 24 |

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 26 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 27 |
| we urge the State Board of Education to adopt protocols for |
| 28 |
| employees of public schools that will aid these employees in |
| 29 |
| recognizing sites in which methamphetamine is being |
| 30 |
| manufactured and in recognizing how to identify |
