| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Municipal Code is amended by adding |
| 5 |
| Section 10-1-15.1 as follows:
|

| (65 ILCS 5/10-1-15.1 new) |
| 7 |
| Sec. 10-1-15.1. Police officers, firefighters, and |
| 8 |
| paramedics; children of employees killed in the line of duty. |
| 9 |
| Any son or daughter of a firefighter, paramedic, or police |
| 10 |
| officer killed in the line of duty whose name appears on an |
| 11 |
| eligibility list for a position as a firefighter, paramedic, or |
| 12 |
| police officer in a municipality with a population of 1,000,000 |
| 13 |
| or more and who passes all requirements for the position is |
| 14 |
| guaranteed to be hired from that eligibility list. A |
| 15 |
| municipality with a population of 1,000,000 or more may not |
| 16 |
| regulate the hiring of firefighters, paramedics, or police |
| 17 |
| officers in a manner that is inconsistent with this Section. |
| 18 |
| This Section is a limitation under subsection (i) of Section 6 |
| 19 |
| of Article VII of the Illinois Constitution on the concurrent |
| 20 |
| exercise by home rule units of powers and functions exercised |
| 21 |
| by the State.

| Section 90. The State Mandates Act is amended by adding |
| 23 |
| Section 8.30 as follows:
|

| (30 ILCS 805/8.30 new) |
| 25 |
| Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8 |
| 26 |
| of this Act, no reimbursement by the State is required for the |
| 27 |
| implementation of any mandate created by this amendatory Act of |
| 28 |
| the 94th General Assembly.
