Amends the Ambulatory Surgical Treatment Center Act. Provides that a registered nurse may administer conscious sedation when ordered by a physician licensed to practice medicine in all its branches and when the registered nurse and physician meet specified conditions. Provides a definition of "conscious sedation". Effective immediately.

| AN ACT concerning regulation.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Ambulatory Surgical Treatment Center Act is |
| 5 |
| amended by adding Section 6.7 as follows: |
| 6 |
| (210 ILCS 5/6.7 new)
|
| 7 |
| Sec. 6.7. Registered nurse administration of conscious |
| 8 |
| sedation.
|
| 9 |
| (a) Nothing in this Act precludes a registered nurse from |
| 10 |
| administering medications for the delivery of conscious |
| 11 |
| sedation ordered by a physician licensed to practice medicine |
| 12 |
| in all its branches when the ASTC policy allows the registered |
| 13 |
| nurse to deliver conscious sedation and under the following |
| 14 |
| conditions: |
| 15 |
| (1) The ASTC policy requires the documentation of |
| 16 |
| clinical competency in the delivery of conscious sedation |
| 17 |
| every 2 years for registered nurses delivering conscious |
| 18 |
| sedation.
|
| 19 |
| (2) The registered nurse is under the direct |
| 20 |
| supervision of the operating physician during the delivery |
| 21 |
| of conscious sedation and has no other responsibilities |
| 22 |
| during the procedure.
|
| 23 |
| (3) The registered nurse maintains current Advanced |
| 24 |
| Cardiac Life Support certification or Pediatric Advanced |
| 25 |
| Life Support certification as appropriate to the age of the |
| 26 |
| patient.
|
| 27 |
| (4) The operating physician either (A) possesses |
| 28 |
| clinical privileges at the ASTC to administer anesthesia or |
| 29 |
| (B) documents clinical competency in the delivery of |
| 30 |
| conscious sedation each licensure cycle.

| 31 |
| (5) The operating physician remains with the patient |
| 32 |
| during the delivery of conscious sedation for diagnosis and |
