| "Section 5. The Illinois Public Aid Code is amended by |

| adding Section 9A-11.10 as follows:

| Sec. 9A-11.10. Tiered-reimbursement rate system for child |

| care providers; pilot program. |

| (a) Subject to appropriation, the Department of Human |
| 10 |
| Services shall create a pilot program that will test a |
| 11 |
| tiered-reimbursement rate system for child care providers.
The |
| 12 |
| purpose of this pilot program of a tiered-reimbursement rate |
| 13 |
| system is to demonstrate a set of performance standards that |
| 14 |
| may provide support and economic incentives to help programs |
| 15 |
| meet the standards that help children grow and learn and to |
| 16 |
| help families identify high quality child care programs. |
| 17 |
| (b) The Department shall conduct a pilot program in order |
| 18 |
| to test the quality rating system instruments and to determine |
| 19 |
| the infrastructure necessary to adequately support a more |
| 20 |
| comprehensive tiered-reimbursement system. The Department |
| 21 |
| shall prescribe by rule the scope and duration of the pilot |
| 22 |
| program and the criteria, standards, and procedures that will |
| 23 |
| govern the reimbursement system. The Department shall evaluate |
| 24 |
| the results of the pilot program and submit a report of its |
