| one owners license authorizing the conduct of riverboat |

| gambling operations from a home dock located in a municipality |

| that (A) has a population of at least 75,000 inhabitants, (B) |
| 8 |
| is bordered on the East by Lake Michigan, and (C) is located in |
| 9 |
| a county, the entirety of which is located to the North of Cook |
| 10 |
| County, and authorizing its holder to conduct riverboat |
| 11 |
| gambling on Lake Michigan".
