| AMENDMENT NO. ______. Amend House Bill 3144 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Illinois Vehicle Code is amended by adding |

| Section 18c-7406 as follows:

| (625 ILCS 5/18c-7406 new) |
| 7 |
| Sec. 18c-7406. Closure of at-grade crossing prohibited; |
| 8 |
| Springfield. The Commission may not close the at-grade Norfolk |
| 9 |
| Southern Railroad crossing north of Hazel Dell Road in the City |
| 10 |
| of Springfield if the closure would interfere with the use of |
| 11 |
| the Interurban Trail between Springfield and Chatham by |
| 12 |
| bicyclists and pedestrians; however, this Section does not |
| 13 |
| prohibit the Commission from closing that crossing to motor |
| 14 |
| vehicles of the First Division and the Second Division.

| Section 99. Effective date. This Act takes effect upon |
| 16 |
| becoming law.".
