AMENDMENT TO HOUSE BILL 2004

    AMENDMENT NO. ______. Amend House Bill 2004 by replacing

everything after the enacting clause with the following:

    "Section 5. The School Code is amended  by adding Section 
5
34-18.32 as follows:

    (105 ILCS 5/34-18.32  new)
7
    Sec. 34-18.32. Healthy Kids - Healthy Minds Expanded Vision 
8
Program.   Because 80% of a child's learning is felt to be 
9
through the visual system, the board shall establish a program 
10
to identify students who are in need of basic vision care, yet 
11
are not covered by insurance or public assistance or do not 
12
have the financial ability to pay for services and therefore 
13
are not receiving appropriate vision care, to be known as the 
14
Healthy Kids - Healthy Minds Expanded Vision Program. Through 
15
this program, subject to appropriation, the district, in 
16
cooperation with health care providers, shall serve students at 
17
a minimum or no cost to the students. The program may provide, 
18
but is not limited to, vision examinations and glasses. 
19
Eligibility for services must be determined by prioritization 
20
of students based on both physical and financial need.".
