| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Public University Energy Conservation Act is |
| 5 |
| amended by adding Section 50 as follows: |
| 6 |
| (110 ILCS 62/50 new) |
| 7 |
| Sec. 50. Energy conservation plan. Each public university |
| 8 |
| shall develop and implement a comprehensive plan for energy |
| 9 |
| conservation at that university by January 1, 2007. This plan |
| 10 |
| shall include, but not be limited to, the promotion, |
| 11 |
| implementation, and subsequent monitoring of energy |
| 12 |
| conservation measures in institutional buildings and |
| 13 |
| throughout the campus of the university. |
| 14 |
| Section 10. The Public Community College Act is amended by |
| 15 |
| changing Section 3-21 and by adding Section 3-29.3 as follows:

| Sec. 3-21. The board of community college districts shall |
| 18 |
| have the duties
enumerated in Sections 3-22 through 3-29.3
|

| 3-29.2.
|

| Notwithstanding any provision of this Article to the |
| 21 |
| contrary, when
bonds are issued by any district and the |
| 22 |
| purposes for which such bonds have
been issued have been |
| 23 |
| accomplished and paid for in full and there remains
funds on |
| 24 |
| hand in such bond and interest account, the board by resolution
|
| 25 |
| may transfer such excess to the fund of the district which |
| 26 |
| bears the
nearest relation to the purpose for which the bonds |
| 27 |
| from which such excess
funds arose were issued.
