SYNOPSIS AS INTRODUCED:
 		













765 ILCS 5/4b new










    Amends the Conveyances Act.  Requires that before any person may sell, convey, or transfer his or her interest in a right or title to lands, tenements, and hereditaments in land that received municipal services, that person must provide a copy of written proof from the municipality   that all outstanding bills for municipal services have been paid.  Defines "municipal services".

    AN ACT concerning property.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Conveyances Act is amended  by adding Section 
5
4b as follows:

    (765 ILCS 5/4b  new)

    Sec. 4b. Municipal services  payment.  Before any person may 
8
sell, convey, or transfer his or her interest in a right or 
9
title to lands, tenements, and hereditaments in land that 
10
received municipal services, that person must provide a copy of 
11
written proof from the municipality that all outstanding bills 
12
for municipal services have been paid.

    For purposes of this Section, "municipal services" include 
14
water, electric, gas, sewer, and waste removal bills.
