Amends the Illinois Procurement Code. Requires the purchase or lease of motor vehicles assembled in Illinois if the cost is not more than 10% greater than the purchase or lease of motor vehicles that are not assembled in Illinois but otherwise meet contract specifications.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 45-70 as follows:
|
| 6 |
| (30 ILCS 500/45-70 new) |
| 7 |
| Sec. 45-70. Vehicles assembled in Illinois. Any State |
| 8 |
| contract awarded on or after the effective date of this |
| 9 |
| amendatory Act of the 94th General Assembly that requires the |
| 10 |
| purchase or lease of one or more motor vehicles shall be |
| 11 |
| awarded to an otherwise qualified bidder who agrees to supply |
| 12 |
| motor vehicles assembled in Illinois, provided that the cost to |
| 13 |
| the State of purchasing or leasing motor vehicles assembled in |
| 14 |
| Illinois is not more than 10% greater than the cost of |
| 15 |
| purchasing or leasing motor vehicles that are not assembled in |
| 16 |
| Illinois but otherwise meet the contract specifications. |

| A motor vehicle is assembled in Illinois if (i) a majority |
| 18 |
| of the assembly of the vehicle occurs in Illinois and (ii) the |
| 19 |
| final assembly of the vehicle occurs in Illinois.
