Provides that the Office of Inspector General designated by the Department of Human Services has the power to subpoena witnesses and compel the production of books, papers, and documents. Sets forth that the mental health records of victims shall be confidential as provided under the Mental Health and Developmental Disabilities Confidentiality Act. Provides that financial records obtained during the course of an assessment are confidential and may be released only with the consent of the victim or the victim's guardian in response to a court order, a grand jury subpoena, or a subpoena from a law enforcement authority. Amends the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, the Savings Bank Act, and the Illinois Credit Union Act. Authorizes a bank, savings and loan association, savings bank, or credit union to furnish information to law enforcement authorities, the Illinois Department on Aging and its regional administrative and provider agencies, the Department of Human Services Office of Inspector General, or public guardians: (i) upon subpoena by the investigatory entity or guardian, or (ii) if there is suspicion by the bank, association, savings bank, or credit union that a member who is an elderly or disabled person has been or may become the victim of financial exploitation (now, the information may be furnished if there is suspicion by the investigatory entity, the guardian, or the financial institution).
