In a Section that requires any county or municipality that imposes a surcharge for the purpose of installing or improving a 9-1-1 emergency telephone system to establish an Emergency Telephone System Board, provides that, in the case of a surcharge imposed by a county with a population of less than 200,000 containing a municipality with a population of over 100,000 that represents at least 60% of the population of the county, the municipality shall provide for the manner of appointment of a majority of the members of the Board. <SynopsisText>Amends the Emergency Telephone System Act.
