Provides that provisions concerning the employer's contribution for salary increases in excess of 6% do not apply to (1) any payment or stipend that is paid to a teacher for tutoring students outside the normal school day or (2) any payment or stipend that is paid to a teacher for attending training or writing improved academic curriculum outside of his or her regular work day.
