Deletes a provision that a public official who receives all or any part of his or her funds from the county collector, the county treasurer, or the township collector must file, with each of those officers from whom funds are received, a certified copy of a published financial statement or audit. Provides, instead, that if the county treasurer receives notice from the county clerk that the public officer has failed to comply with certain publication requirements, then the county treasurer shall withhold the payment to that public official of any and all funds until the county clerk has verified that the public official has complied with the requirements.
