Provides that a portion (rather than one half) of the tax required by the Code to be levied on property in a municipality whose streets are maintained by the municipality may be paid over to the treasurer of the municipality, subject to execution of an intergovernmental agreement for the improvement of roads or streets lying within the boundaries of both the municipality and a township (rather than shall be paid to the treasurer, to be appropriated to the improvement of roads or streets, either in or outside the municipality, that are within the road district under the direction of the municipality's corporate authorities).
