Provides that the Department of Commerce and Economic Opportunity shall award grants from the Promoting Community Safety Fund to certain entities to prepare prisoners and former prisoners for the work force and to provide supportive services for their reintegration into the community. States that the purpose of the grants is to enable organizations and persons to conduct educational and vocational training, to provide prisoner support groups, and for research on issues relating to prisoners and former prisoners. Creates the Promoting Community Safety Fund and provides for the Fund's operation. Provides that transfers shall be made into the Fund by the Department of Revenue from the Promoting Safety Fund Tax Check-off and other sources. Provides for the creation of a grant advisory committee and identifies certain entities who shall be members of the committee. Amends the State Finance Act to create the Promoting Community Safety Fund. Amends the Illinois Income Tax Act to create the Promoting Community Safety Fund Tax Check-off.</SynopsisText></synopsis>
