Provides that, on and after the effective date of this amendatory Act of the 94th General Assembly, all moneys received by the Department of Human Services as federal financial participation funds shall be deposited into the Community Services, Disabilities, and Mental Health Fund. Provides that, subject to appropriation, moneys in the Fund shall be used to fund only those programs that generate federal financial participation funds.
