<SynopsisText>Deletes everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that a person may not operate a second division vehicle on a public highway while the cargo area of that vehicle is occupied by any person who is under the age of 18 years. Provides that the prohibition does not apply to recreational vehicles or truck campers. Provides that the prohibition does not apply to a vehicle that is being used in farming operations or in an emergency situation or to a vehicle that is being driven in a parade.</SynopsisText><synopsistitle>Senate Committee Amendment No. 2</synopsistitle>
